Updated remaining actions with the latest version to pick up update from EOL node-12 to node-16 and set-output command.

  1. conda-incubator/setup-miniconda: v2.1.1 -> v2.2.0
  2. peaceiris/actions-gh-pages: v3.8.0 -> v3.9.0
  3. actions/upload-artifact: v3.1.0 -> v3.1.1
  4. actions/download-artifact: v3.0.0 -> v3.0.1

BTW, @antonwolfy, dpctl uses conda-incubator/setup-miniconda@v2 and it automatically picks up latest 2.* version of the action source.
