This adds Alpert & Rokhlin's Legendre-to-Chebyshev conversions via an adaptation of the Fast Multipole Method.

Using this gist, the following error and timings plot compare and contrast the asymptotic, Toeplitz-dot-Hankel, and hierarchical methods. I propose that all methods be kept in the repository for future study.

A passing build!

This pull request has been hijacked to include a fast and backward stable transformation from spherical harmonic expansions to bivariate Fourier series.
