Describe the bug
When I upgraded @metamask/assets-controllers to version 68.0.0 and tried to add NFTs, I encountered this error: "Error: Action missing from allow list: PhishingController:bulkScanUrls". When I added this action to the allow list, it showed that the method is not registered to the message controller.
