Following work needs to be done as part of supporting Unicode in Windows:

Making the POSIX IO wrapper support UTF-8 parameters
Making all executables take Unicode arguments
Support Unicode (UTF-8 or UTF-16) based configuration, key and log files
Accurately encode file names going over SCP and SFTP
Other miscellaneous refactoring work items to account for Unicode differences between Unix and Windows
