chore: updated necessary deps to update h11 (#28)

Updating h11 across all python repos. H11 is transitive from
algokit-utils-py. I updated that to the latest version. I also added
`pip-audit`. I noticed that the `check-python` workflow doesn't have a
pip-audit as a step. We should add that in another PR.
