chore: remove unused bash scripts (#4080)

* Removes two unused bash scripts (`copy-docs.sh`, `enact-release.sh`).
* `enact-release.sh` is now part of the release gulp task.
* `copy-docs.sh` is now part of the `docs` gulp task.
