Disables the expansion panel header's hover if the device doesn't support hovering. This prevents the header from appearing as stuck if the user taps it on a touch device.

Relates to angular#12030.

Disables the expansion panel header's hover if the device doesn't support hovering. This prevents the header from appearing as stuck if the user taps it on a touch device.
