Probably a micro-optimization because app module files aren't often nested that much, but since I saw this today and remembered of @jelbourn's comment about BFS, I just wanted to improve this real quick.

* Similarly to angular#12636 (comment), I want to improve the logic for finding `NgModule` declarations within a source file by using BFS.
