Allocator integration in RawVec.

Includes methods exposing underlying allocator and the dellocation
routine.

Includes test illustrating a tiny `Alloc` that just bounds the total
bytes allocated.

Alpha-renamed `Allocator` to `Alloc` (and `HeapAllocator` to `HeapAlloc`).
