Description of changes: I would like to change create_image_uri as it currently does not allow specifying other accounts for containers, specifically for Sagemaker Neo in opt-in and other special regions

I am not sure why is this change necessary. It is the current behavior that account id will be override with special region account id.

That is not the case, if you pass in an override in HKG currently it doesn't override, Neo is facing issues with this currently.

Confirmed that neo regional account (https://github.com/aws/sagemaker-python-sdk/blob/master/src/sagemaker/model.py#L285) is over-written by fw_utils https://github.com/aws/sagemaker-python-sdk/blob/master/src/sagemaker/fw_utils.py#L204 (which only has ml frameworks accounts and asimov accounts)
