change: allow specifying model name in create_model() for Chainer, MXNet, PyTorch, and RL

Description of changes:
If one tries to pass name through create_model(), the code fails because name is specified twice: once through **kwargs and once from the hardcoded name=self._current_job_name. This change allows for overriding that hardcoded training job name.

tox tests/unit --parallel all
