Description of changes:
Pin the version of smdebug-rulesconfig to 1.0.0. Going forward, any releases of smdebug-rulesconfig should require updates to the sagemaker SDK to point to this new version (to verify that the sagemaker SDK is compatible with each new release of smdebug-rulesconfig).
