It is better to hardcode the json here to make the assertion stronger:

At this point it's still dealing with a Parameter object, it hasn't been converted to JSON yet. It gets interpolated when pipeline.definition()
is called here, and we have unit tests covering that already

Description of changes:
Hyperparameters in a Tensorflow estimator cannot be parameterized for a pipeline. Update the
_json_encode_hyperparameters
in theFramework
class to handle pipeline parameters correctly.Testing done:
