infra: disable smdataparallel tests

Description of changes:
All of our PRs are failing due to the smdataparallel integ tests. These tests runs on a large ML instances. Our account doesn't have the limit to run both of the test_smdataparallel_pt and test_smdataparallel_tf at the moment. So, skipping the tests now until we get more resource increase or any other solution.

Testing done:
tox -e black-format
