feat: Add tagging support for create ir job

Description of changes:
Pass tagging into the create_inference_recommendations_job() call in session.py

Testing done:
updated test_session.py
ran integ tests and confirmed that tagging is working:

aws sagemaker list-tags --resource-arn arn:aws:sagemaker:us-west-2:079808353510:inference-recommendations-job/test-ir-right-size-job-name-1685982310-175f
