dx: make index redirect work without ember docs present

When developing locally, this prevents you needing to clone ember, install it, and generate its docs in order to be able to meaningfully run the api docs site. It works by redirecting you to the first set of api-docs it successfully finds: ember/ember-data/ember-cli
