chore(perfmon): Remove compile time requirement to use performance monitoring in the native SDK (#4790)

This updates the documents to reflect a recent change made to performance 
monitoring in the Native SDK. A dedicated compile time flag is no longer
needed to enable the perfmon API (getsentry/sentry-native/pull/678).
