[Autobackout][FunctionalRegression]Revert of change: 4e60b64: Disable PSO/LTO Optimizations in stage 1

Added reg key PSOForStage1Compilation and set the default value to
    true. Default value of LTOForStage1Compilation is still true for
    initial check-in.
