[SYCL][ESIMD] Implement unified memory API - atomic_update(acc,...) with one operand (#11939)

atomic_update API with accessors and one operand. Next is two operands.

I also fixed a problem where we weren't passing props down, it should be
noop right now but maybe in the future it will matter.
