[SYCL] [L0] Make immediate commandlists thread-specific (#7041)
This change makes immediate commandlists used by SYCL queues host-thread specific when SYCL_PI_LEVEL_ZERO_IMMEDIATE_COMMANDLISTS=2 is specified.
