Role of "visibility" in "public" disk under filesystem.php

I don't understand the role of "public/private" visibility in "public" disk in filesystem.php. There no documentation or resources explaining the role of it. Is there anyone who can explain it. I shall be very thankful to you.
I tried changing it from "public" to "private" but it seems like it had no visible effects.
