I did a git mv but it still shows the file deleted 🤷‍♂️

This is an attempt to refactor the manual release workflow to allow for menu input (client-side vs server-side).

Since the input needs to correspond to two outputs (the path, and the cmake target) I couldn't find a good way to cleanly do that.

But then I figure encoding it in the menu option works fine and is easily understandable.
