[X86][NFC] Added POWI function testcases (#134276)
- Moved existing llvm/test/CodeGen/X86/powi.ll file to llvm/test/CodeGen/X86/powi-const.ll. - Added new testcases for powi into llvm/test/CodeGen/X86/powi.ll.
