[SLP] NFC. Make InstructionsState more constant. (#118609)

Add getMainOp and getAltOp.
Use `InstructionsState &` instead of `const InstructionsState &`.
Use `!S.isAltShuffle()` instead of `S.MainOp == S.AltOp`.
