[flang][runtime] Fix edge cases with ROUND=UP/DOWN

When an unrepresentable nonzero real input value with a
very small exponent is currently being read in as zero,
don't neglect ROUND=UP/DOWN; return the least nonzero
subnormal value instead when appropriate.
