[DebugInfo] Disable a test runline temporarily

This is a follow-up to 8c1b7fb -- GlobalISel currently doesn't handle
RemoveDIs mode debug-info, but will (see #75228). Disable this runline
until then.

(This is a patch-landing ordering problem)
