Generate Copilot summary doesn't summarize uses/references of a symbol

Ideally it would, i.e. via sending Copilot snippets of the referencing code, maybe even leveraging the Copilot snippets code.

Without summarizing the uses/references, the summary only uses the declaration/definition and comments on those, which may not be enough info to create a helpful summary.
