Remove uses of deprecated executorch non_const methods (#4205)

Summary:
I noticed that this was mostly an old fork of executor_runner.cpp, so I mainly copied over the latest version.

Test Plan: Followed the instructions at backends/apple/mps/setup.md to build and run this tool on a MacBook Pro (16-inch, 2021) running macOS 14.5 (23F79).
