Arm backend: Avoid failing sigmoid-add-quantized tests after Pytorch 2.6 update

The Pytorch 2.5 -> 2.6 updated caused tests using sigmoid together with
add in quantize mode to start failing. Until the problem is solved lets
avoid the tests to not stop CI jobs.
