These scaling options can be used by lowering of convolution.

LGTM, don't fully understand the knobs on the RescaleAttribute can you please add rationale for these these factory functions?

LGTM, don't fully understand the knobs on the RescaleAttribute can you please add rationale for these these factory functions?

these are likely our friends of doing rescale via shift, double rounding fma and right/left etc etc. lol
