Remove tensorboard.dev from tensorboard tutorial

Since Google is shutting down tensorboard.dev, we should remove reference to tensorboard.dev from the tensorboard tutorial.

Description

Deleted the "Share TensorBoard boards" block from tensorboard_with_pytorch.py.
