I was thinking about publishing the tool for Chocolatey first, and then producing RPM packages, and eventually Debian ones.

I assume even with Scoop, having a Chocolatey package would be a good idea?

Yep. I haven't used Chocolatey for years now, but I do keep some Erlang related packages up to date (ish) here:
