Bump tough-cookie and lighthouse

Removes [tough-cookie](https://github.com/salesforce/tough-cookie). It's no longer used after updating ancestor dependency [lighthouse](https://github.com/GoogleChrome/lighthouse). These dependencies need to be updated together.
