The package-repos file is currently just continually growing. It's becoming harder and harder to use.

This change moves all the deprecated repos (where sync: false) into their own file.

This is a compromise between keeping the repo definitions (disabled) in package-repos and outright deleting them, so we can easily re-enable or reference them in the future

imo we should eventually look to drop these, at least the older ones.
