update Pacakge.swift to tools version 5.4 (#3823)

motivation: keep with the times, get ready for 5.5 adoption

changes:
* adopt all required changes include explicit target dependecies long form, decleration of resources and executableTargets
* cleanup depdencies to be ordered alphabetically
* formatting cleanup
