build: shuffle around some functions

This is a purely code motion change.  It moves the functions that are
specific to `SwiftSource.cmake` into `SwiftSource.cmake`.  Target
functions are moved to `stdlib/cmake/modules/AddSwiftStdlib.cmake`.
