This patch makes fileprivate an alias for Swift 2 private. This allows us to migrate code to fileprivate without waiting for the full implementation.

Based on #3000, which I'll be breaking apart and implementing to get things off of @CodaFi's plate.

Next steps:

  1. Update the corelibs and package manager to use fileprivate where appropriate.
  2. Rename "private" to "fileprivate" inside the compiler and diagnostics.
  3. Implement the new private, add tests.

Before merging this pull request to apple/swift repository:

Note: Only members of the Apple organization can trigger swift-ci.

Right now 'fileprivate' is parsed as an alias for 'private' (or
perhaps vice versa, since the semantics of 'private' haven't changed
yet). This allows us to migrate code to 'fileprivate' without waiting
for the full implementation.
