Now that there's only one call-site of `safeToDropGlobalActor`, it doesn't need to be exposed in the ActorIsolation header, and it doesn't need to avoid `warnUntilSwiftVersion` to match constraint system diagnostics.

warnUntilSwiftVersion(6)insafeToDropGlobalActor. Now that there's only one call-site ofsafeToDropGlobalActor, it doesn't need to be exposed in the ActorIsolation header, and it doesn't need to avoidwarnUntilSwiftVersionto match constraint system diagnostics.isPreconcurrencyfunction in CSSimplify. The only caller of this function was removed in [Concurrency] Do not allow actor isolation violations in function conversions to impact constraint solving. #68685.
