Fix runtime failure on Linux due to large values by address pass
Fix an issue that was uncovered by the linux fix: resolves verifier bug in 32-bit code

Cherry-picks two commits from master that fixes bugs in radar rdar://problem/28680453
First is a bug fix for radar rdar://problem/31926671 on Linux targets
Second commit fixes a verification bug on 32-bit targets that was caused by the first commit
