Actually support negative values in psa_constant_names and test_psa_constant_names.

Needed for #55

This is in preparation for adding support for signed types (namely,
psa_status_t).
psa_constant_names now works correctly with signed values, such as
psa_status_t may have.
Some of the types may in principle be wider than `unsigned`, so use
`unsigned long` in printf.

Add support for signed types: a status is a signed value, and
preferentially printed in decimal.

CI failure is FreeBSD timing test, a known flaky test.
