Update location of Mbed OS cmake config file

Mbed OS tools now generates Mbed OS cmake config file in build folder
instead of root folder (ARMmbed/mbed-tools#189).
Update `CMakeLists.txt` to use build folder to locate Mbed OS cmake
config file.
