Add missing blockdevice mbed_lib.json

Summary of changes

The block device library does not have a mbed_lib.json file. This means that the blockdevice source files are implicitly built in bare metal profile. This PR adds the missing library file and explicitly adds blockdevice to the bare metal profile.

My bad, I removed the inline comment - blockdevice is in bare metal by default now. Looks good to me.

I'll create a story to review this with CMake - if there is a chance to clean this up to provide the true bare metal not: + storage+ usb + other components.
