Is there more info in this issue? This is causing a lot of travis jobs to fail.

Using sudo also seems to solve the issue, I'm not sure which is correct for future compat with travis/python.

From what I can tell, we actually want this:

pip install --user -r mbed-os/requirements.txt

I can create another pr
