M2351: Update to NuMaker-PFM-M2351 V1.3 board

This PR updates NuMaker-PFM-M2351 board support from V1.1/V1.2 to V1.3. It includes:

1. Update UNO pin A4/A5
2. Update UNO pin D2/D3
