Purpose

To add australiaeast to allowed locations for OpenAI - this is now generally available according to https://azure.microsoft.com/en-us/explore/global-infrastructure/products-by-region/?products=cognitive-services&regions=australia-central,australia-central-2,australia-east,australia-southeast
