[Resources] Fix help message for -Name parameter of deployment cmdlets

Description

We got a customer feedback that the help messages for -Name parameter of the following cmdlets is confusing:

• New-AzDeployment
• New-AzResourceGroupDeployment
• New-AzManagementGroupDeployment
• New-AzTenantDeployment
• Get-AzDeploymentWhatIfResult
• Get-AzResourceGroupDeploymentWhatIfResult

The PR updates the help messages to make it clearer.
