Add parameter ManagedResourceGroupName for command New-AzSynapseWorkspace

Description

Add parameter ManagedSourceGroupName for command New-AzSynapseWorkspace, user can specify ManagedSourceGroupName in order to satisfy their organization's resource group name policies.
