Migrate Azure AD features in Az.Synapse to MSGraph API

Azure AD Graph will be deprecated soon and Az.Synapse depends on Azure AD service internally, so migrate Azure AD features in Az.Synapse to MSGraph API, following cmdlets are effected:

-Set-AzSynapseSqlActiveDirectoryAdministrator
-New-AzSynapseRoleAssignment
-Get-AzSynapseRoleAssignment
-Remove-AzSynapseRoleAssignment
