Description

Get the idea from #17604
This pull request updates dependencies of Azure.Core when it is upgraded to 1.22.0

The issue was detected by below scripts

$result = Get-AzDataLakeGen2ChildItem -Context $ctx -FileSystem $filesystemName
Get-AzDataLakeGen2ChildItem : Could not load file or assembly 'System.Numerics.Vectors, Version=4.1.4.0, Culture=neutral, PublicKeyToken=b03f5f7f11d50a3a' or one of its dependencies. The system cannot find the file specified.
