Upgrade MSAL version

Description

Upgrade Microsoft.Identity.Client to 4.46.2 and Microsoft.Identity.Client.Extensions.Msal to 2.23.0
Add Microsoft.IdentityModel.Abstractions for .NET fraemwork because it is introduced by new version of Microsoft.Identity.Client
